Five years from now, the Sentinels attack, and the country goes to hell in a handbasket. Five years after that … this is where we are.
History
In summer of 2012, Felix Cheshire adopted a family of mutants as HIS property. He bonded with the oldest kid, especially, the way cats will do sometimes. Even oversized cats like Pumas. The kid is in his early teens, a little fragile. Felix decided to protect these people, make sure good things happen for them, especially after they accepted him and fed him.
The kid had a special mutant power. He could catalyze meta-humans into further growth in power. When Felix came home with an injury (too slow vanishing) the kid taught him how to heal himself by degree-shifting. And then only a few months later the Sentinel punched through the wall. He was caught flat-footed, and none of the family had offensive powers, but they were prime targets, because the kid could make mutants stronger. Just before the the Sentinel fried him, the kid yelled out to Felix, "get them to safety!" And the second sentinel had already tagged him with a sleep dart.
He woke up shifted in mid-degree, just another anthro feral mutie wearing a stinking collar, and a Master of the Hunt put him through the same drugs and the same conditioning as the others, expecting that it would all work, the drugs always worked on all mutants, they were specific that way. And of course his human face was marred by that damned M tattoo on it, but it doesn't show so much when he's got fur on.
The stinking collar smelled bad because it's packed with plastique. As usual if he tries to take it off, it blows up. They were shown how that worked, time and again. So he doesn't try to pick the lock or short the circuit. The collar suppressed his "mutant power" to degree-shift, but that function would be turned off when they wanted him to hunt.
And hunt he did. His best work was when he tracked down the special mutants, the kind the humans especially hated, the really nasty ones who loved their power to make mind-slaves, or to warp and deform the flesh of humans into ugliness, or to steal minds, or to turn their victims' blood to molten lead. He was especially good with those.
One thing though. Felix is a Hunter. He's no damned HOUND.
In the back alleys, in the secret places, in the tunnels, there's a story about the Cheshire Cat. The Cheshire Cat will vanish you down the Rabbit Hole.
The Rabbit Hole lets out in Wonderland, Looking Glass World, a strange, unnatural, unheard of place where mutants aren't grabbed and taken away by hunters, aren't murdered in the night, where giant robots don't command the world. The Sentinel authority doesn't believe in him … there's no evidence (of course, if he did exist he might just be the kind to destroy evidence) and there hasn't been anyone who saw anything except a grin and glowing green eyes.
Some people whisper that the Cheshire Cat can take you to that underground place, or to the mythical lands Outside. He charges, though. Booze, canned salmon or tuna, caviar, cigars, even a box of cigarettes. Nothing useless. Paper money? No. Gold? Maybe. Comics? If he doesn't have them. On, and one thing. Apparently like the conductors on the other underground railroads in the past … he won't charge children. Kids ride free.

Felix shifts between a (specific) human and a melanistic puma. He can be almost human (with an M tattooed over one eye) or he can be almost completely puma.
As a puma he has all the senses and abilities of a puma, but with reinforced claws. He wears a wrist-darter carrying the usual sedative darts — knock-outs — that are used to take down troublesome mutant (or human) prey; this is only unlocked when he's sent on hunt.
When he shapeshifts, any injuries or damage he's taken, including poisons and drugs, can be healed if he wishes it.
