History
Some people are said to have been born with a silver spoon in their mouth. Leo is one such child. His father was a wealthy business man known for making amazing stock predictions. Between his company growth and his own investments, he was a multi-millionaire before Leo was ever born.
Jonathon and Danielle Osborne were happily married, even if Jonathon didn't get to spend much time at home, the money he brought in kept Daniell happy. Despite the fact that Leo doesn't look much like Jonathon, he still loves the child that bears his last name.
Early in life, Leo was a climber. He loved being up high, walking along narrow paths, and things of that nature. He took toddler and child-gymnastics classes and had a natural affinity for them. Both Danielle and Jon agreed (along with various coaches) that Leo had the potential to be an olympic gymnast. Because of this, they started early setting him on that course.
School filled his days, as it did for many kids, but his evenings were filled, four days a week, with practice sessions with his coaches. Continually, Leo surpassed his friends and co-trainees. Life maintained the same routine until high school.
He had always been an average student, on the high B end, and mastered in the gymnastic arts, but in high school, things began to get a little weird. As a freshman, he wasn't able to sleep much anymore. His body simply didn't seem to need it. His body was a little stronger than those of other boys his age, but not enough to really stand out.
Over Christmas vacation, however, during his sophomore year, things REALLY began to change. He began glimmering and glowing, like a Christmas tree. There was always light coming from his body. Little sparkles most of the time, but every now and then, it was full on halogen bright level. Not knowing what was going on, his father began calling in specialists that he could pay off to keep them silent. But then, one night, his glow shattered the entire house, stunning everyone near him for a few minutes. When they came out of it, the alcohol that his father had been drinking was completely out of his system… and not because of fear. It was as if he had never had a drink.
Finally, one of the specialists called in Xavier's. The school offered to help teach Leo how to train and condition his abilities. While Jon was unsure, Leo explained that it was probably the best idea. And… he could always tell people that Leo was at an expensive private school, anyway.
After a long period at Xavier's, Leo lost his powers. He was approached by SHIELD and offered a chance to gain a power-suit. However, he had to fake his own death. During this period, he was known as Troy Bay. However, during weirdness in another dimension, Leo regained his powers.

Powers
Living Light - The Living Light is a dimension of purifying energy. Leo is a conduit to the Living Light dimension. The only other known conduit is Dagger. The Living Light is a purifying white energy that is primarily the opposite of the dark force. The Dark Force and the Living Light are dependent upon each other for dampening each other. Leo tends to over charge himself with energy at least once every two weeks, if not once a week. The only way to counterbalance this is to let it go Nova in privacy, or to work with a Dark Force wielder to 'share' with each other. The Dark Force will tone his power down to normal when he's over charged, and the same can be done for overcharge Dark Forcers by Leo's ability.
Agility - While he can't dodge bullets, Leo is quite agile and fast enough to move his body enough that the bullet won't hit a major area. His speed and agility are both enhanced by the light's power. His body is about twice as fast as a normal person's, and his agility is phenomenal, but nowhere near on par with even Longshot.
Strength - Due to the light flowing through Leo's body, his strength is enhanced somewhat. While it's not anything major, he can lift and press up to 600 lbs. When he's about to go Nova, he can lift up to a ton.
Living Light Burst - While Leo doesn't have the skill of Dagger, yet, to fling the light out in projectiles, he can build the power up in bursts of energy from his palms. The bursts are fairly round, and come from his palm up to a foot away.. Two feet if he puts his hands together for a concentrated burst. The bursts, when they hit a person, stun them for five minutes (less time if the person has a healing factor… twice as long for a concentrated burst). The light also has the effect of healing minor injuries (which can be annoying when used offensively), and of removing all toxins from the person's body. Drugs, Alcohol, Poisons, they're all removed by the sheer purity of the light.
Living Light Nova - When Leo has built up too much power, he has to let it go. When it goes long enough, it'll forcefully eject from his body. When this happens, his body becomes a beacon of light, sending waves of Living Light in all directions. It will not penetrate solid objects (other than clothing), but it will spread out up to a half-mile from him if outdoors, but to the shape of the room if inside. Anyone hit by the light will have the same effects of being hit by a burst. After a Light Burst, he's mildly drained, but back down to normal power levels.
Healing - While his healing is in no way, shape, or form, anything to rival people with REAL healing powers, If he focuses his power intently, he can heal a broken bone on himself or someone else in about a day. Cuts and bruises, however, fade away naturally within minutes, even without the focussed healing. His natural recovery rate is about four times that of natural humans.
Luminesence - The Living Light is too strong to remain within Leo's body. Because of this, he's constantly giving off little sparkles of light. In a brightly lit room, or the sunlight, it's not so visible. but in darkness, or darker rooms, it's quite obvious. As he continues to hold the power, letting it overcharge his body, the sparkles and glow will intensify, signalling that a Light Nova is approaching.
Body Charge - When someone is standing next to Leo (within one foot), the sparkles coming off of his body tend to rev them up, as if they're on caffeine, without the jitters. Also, those standing within him have an enhanced healing rate, cuts and scrapes vanishing in minutes. Other injuries cut down to equivalent rates.
